I want waterproof because I have to put in eyedrops and that tends to make my eyeliner run

I ask because unless you're taking underwater photos, a good oil-based gel or cream liner should NOT budge. Mascara is a different story. I use Maybelline Eye Studio Gel Eyeliner and it works beautifully through contact application, allergies, crying, sweating. Even after my workout, I have to purposely remove it with a solution.

A good cheap option is NYX Jumbo Eye Pencil in Black bean. I do my waterline with that all the time. I've gone swimming with that on and it didn't run a bit. I don't care for waterproof liquid liners because they tend to be overshiny, don't lay properly on top of your eyeshadow and the line can crack throughout the day.

yeah, grab one of the NYX jumbo pencils and see how you like it. What's the brand of the gel liner? It took a few tries to get one I liked. I tried Coastal Scents and Wet & Wild and they each had their issues.

I'm a fan of NYX. I have coastal scents' gel liners as well. They don't give me any trouble. One store brand that I really like is Milani. I've been using it for about 4 years now.

Queen what color are you using? Also, like Leja said it depends on where you apply it and waterproof mascara is not really ideal for day to day where. Just have to find the right fit do you want long, flirty lashes or short thick lashes? For a low-end Mascara the Maybelline Lash Stilletto ($8 bucks) works well for me. I also use a Maybelline charcoal grey or espresso liner. If you use a pencil make sure it is sharp and draw on each sye the same way whether it be left to right or top to bottom.

I use black. My upper lashes are so thick that it looks like I have liner on the upper lash line naturally, but so I use a black liner on my lower lash line to frame my eyeball
I don't use much mascara because my lashes are long

Since you say your lashes are thick you maybe want to lighten your color go for a dark brown or a grey line. Get you a cheapo line and try that first before dishing out 20 bucks on a mascara. When I don't have my Novalashes on I use more mascara than liner but I have gotten use to just liner, lip gloss, power and I'm done! I line a natural subtle look nothing to fancy or peacockish as I call it. My coworker comes to work everyday looking like she just got off from working the street...

I need a stiff angled brush to get that super-sharp line I like. I haven't met the pencil I liked. They never deposit enough pigment for me. The NYX Jumbo crayon jawns are cool because I use them on the bottom, it's ok if the line is smudgy. But I do NOT play around with my tightline.

I'll go to a store to check it out in person, but online it looks like I can cover my whole eye lid in one swipe

you can. It's about the size of a highlighter. However, if you're just using it on the bottom, it's perfect and super-quick to apply.
