I haven't visited HOUSTON in the past three years, but actually, I believe that is in a well-known area of town for gay clubs/establishments; specifically, there is WENDY's on MONTROSE (I think) which is across the street from a McDonald's.

Both establishments are adjacent to a well-known gay club in Houston; and it would seem that the event was an After*Club event wherein observers were merely individuals that had possibly have been patrons of the earlier. Hence, the reason for the temporary BLACK OUT.
