Strangely enough I just had this discussion with someone. I think they should and they should have STI/STD testing regularly.

I think it is important to protect prisoners from themselves. There are far too many prisoners getting sick from diseases like HPV, HIV, Herpes, and Hepatitis. While I do not think that sex should happen between inmates, I think that they should be safe as possible.

^^^ Exactly. Our desire for them not to have sex isn't going to stop them from doing it. It's like not providing teenagers with the tools to protect themselves. Ignorance isn't going to solve anything.

Yes. It becomes a inhouse health issues eventually becoming a public health issue. Inmates contract STI's in jail. Once released they are less likely to get treatment while intially reintegrating back into society. They are very likely to spread to others in that time frame.

To me this is a little like, ensuring that gang factions in jail have a fair and equitable distribution of drugs to sale to help decrease prison violence. Admirable goal, untenable method.
In the end however, you end up subsidizing the condom or much more expensive care if they do become infected, so the condom argument isn't really (nor in my mind should be) an argument of morals, but an argument of damage control. You're going to pay for the sex they have anyway - you might as well pay less.

A friend was telling me though that his prison offers optional HIV testing upon entering and leaving for inmates. I asked what happens if an inmate was negative when they came in but positive when they left. He didn't know the answer~ Interesting
