C'mon, man. It's not even close....
I don't see Luck out running DE's in the NFL, let alone LB's. So his accuracy will take years to develop because he will not have the time to that accurate in the NFL like he was in college. Safety coverage is too dense in the NFL...
Just because of RG3's quickness and accuracy/initelligence gives him at least 3 year lead on Luck. Luck is a smart QB though. Hell, he didn't get in to Stanford on arm strength alone...

He might have an edge over Luck (especially physically) and they are probably not too far away from one another accuracy wise (I haven't checked the numbers so don't hold me to that, I'm just saying that based on what I've seen) but where Luck has the biggest advantage is the team that he's going to vs RG3. RG3's career is virtually over before it started if the Skins get him because they do.not.protect.their.qbs. Their O line is a freaking sieve. To me I thought it was crazy when they traded Jason Campbell. Dude was a decent QB, but NO ONE could thrive behind that weak a$$ pass blocking. Maybe getting Griffin is the Redskins way of saying, "yeah we don't pass block very well, and we're not going to in the future, so instead will just get a QB that can scramble a lil bit and that will take care of that"

Going by pure stats RG3 was more accurate last year. RG3 brings an element that Luck doesnt bring....speed at the QB position. Don't get me wrong, Luck can run the rock very effectively, but he's no RG3. RG3 can create problems ala Vick and even Tebow to a lil extent.

We'll never get to see what RG3 can be if he is constantly running for his life in the backfield... and if past is prologue that's exactly what he'll be doing.

Well they'll have to improve in protection but EG3 enables them to tweak protection a bit. If they can't protect him long enough for a 5 or 7 step drop, then they'll have to draw up a lot of 3 step drops and quick release. RG3 also allows them to move the pocket, with roll outs, bootlegs and naked bootlegs. You let RG3 get outside the pocket and damage will be done. Of course you need a decent running attack to protect him too.

I was in my Health Center yesterday and overheard this Old Old white guy talking on the phone about RGIII. He was talking about what a good "speaker" he is. "He needs to get rid of those dreads". He has a following.
