I have a friend that tells me never say "Good Luck" or "Best of Luck" because GOD already has a plan for everyone. What are you thoughts?

Those are the types of Christians who annoy me.
Obviously "Good luck" is a phrase that people say out of kindness and concern to just wish somebody well. You can say "Good luck" and not necessarily believe in "luck" as a concept.
I also believe that you can believe in luck concurrent to the will of God -- I think there are inconsequential things which happen to us and there are consequential things. The "it's whatever" moments -- I'm not sure that God has anything to do with them other than having flicked that first domino. For example: the outcomes of sporting events, whether a coin lands heads or tails, whether you buy a Mac or a PC.
Then I also believe in the moments that are nothing but God -- being healed of Cancer, getting saved from drowning, losing a job and finding the silver lining in that moment. Those are God moments to me which have little to do with the luck of the draw and everything to do with what God has planned.
My faith teaches me to seek the inner light and what I wrote above is what I found there. Your light might tell you something else.

A common figure of speech in our culture...so I'm sorta m'eh on the subject.
On the one hand, I certainly do NOT believe in the superstitious/spiritistic "good luck/bad luck" rituals that some people take very seriously. Would never support the carrying of lucky charms, throwing salt over the shoulder, and the various New Year's related traditions that ultimately have their roots in Paganism. And I take a fair amount of care not to appear as though I do. So whenever I think about it, I try to avoid saying the little luck-related catchphrases...even if they're just catchphrases.
I further recognize that not everyone gives this much thought (!) to such things, so I'd never worry another person about it (as your friend seems to be doing, lol)

Yeah the throwing of salt and the black eyed peas on NYs I've never quite understood. I believe that most everything happens for a reason whether intentional/unintentional by man or intentional by GOD.

I do believe that God has a plan for everything but there are decision trees along the path. Sometimes we chose an action that impacts the outcome and good luck can pertain to our choice. Sometimes good luck can mean that we hope that the outcome God has chosen matches the outcome we want. *shrugs*

I don't believe that God has pre-recorded this thing we call existence.
I believe luck is exist but it is just that...."happenstance". People don't have "Good" or "Bad" luck. Things happen that cause other things to happen....
Having said that, I don't see a problem wishing someone Good Luck. It's as meaningless as a believer in predetermination wishing someone "God's Speed".
